Regarding Toto's setlist in Vitrolles unfortunately yes, I am sure they did not play "I Won't Hold You Back".
There were no bass/drums/keyboard solo as well.
You'll notice that they did not play the songs ln the same order they usually do.
I guess that since it was a festival gig, they did not have much time but they still wanted to play as much songs as they could.
